What is different about home insurance in Cascais
On the coast west of Lisbon, villas in Quinta da Marinha, Birre and Monte Estoril sit alongside apartments in the centre of Cascais and Estoril, in Carcavelos and Parede. Many expats live here all year; others use their property as a second home or let it to holiday guests.
Three things matter most for your policy. First, earthquakes: according to the Portuguese civil protection authority ANEPC, the Lisbon region is among the regions where earthquakes are most likely to occur. Cascais Municipality is also preparing for tsunamis through UNESCO’s “Tsunami Ready” programme. Second, the coast: in severe storms, waves reach the Avenida Marginal, and in March 2018 one lane was closed between Carcavelos and Parede. Third, the Sintra-Cascais Natural Park: in October 2018 a wildfire in the Sintra hills also threatened Cascais, and Biscaia, Figueira do Guincho and Aldeia do Juzo were evacuated as a precaution.
How the multirisk policy (combined buildings and contents cover) works in general is explained on our page House insurance in Portugal. This page covers what Cascais and Estoril add to it.
Home insurance in Cascais: the cover you need
The basis is a multirisk policy. In Cascais and Estoril, these four sections matter most:
Villa or apartment at rebuild value
For a house the walls, roof, pool and fixed installations; for an apartment your share of the building and your own fittings. What counts is the cost of rebuilding to the same standard, not the purchase price; for villas with high-end finishes the sum is often well above that of a standard home. For prestige properties we arrange all-risks policies with suitable limits.
Contents, art and valuables
Furniture, electronics and personal belongings against fire and water damage, and on request burglary and theft. Jewellery, art and collections have their own limits. Paintings, sculptures or antiques can be listed individually or covered by a separate art insurance policy, which we also arrange.
Earthquake and tsunami
Earthquake cover (fenómenos sísmicos) is optional and has to be added explicitly. With the insurers whose terms we have reviewed, it includes damage from a tsunami (maremoto) and fire caused by an earthquake. A separate excess usually applies, often a percentage of the sum insured. More in our guide Earthquakes in Portugal.
Storm, heavy rain and the sea
Storm cover pays for damage to the building, such as the roof and windows; walls, fences and other outdoor structures are often only covered as a separate section. Flood (inundações) and damage caused by the sea (ação do mar) are separate sections in many policies that you have to choose explicitly; storm cover alone is not enough. This matters for homes near the beach, ground floors and garages. More in our guide Storm damage in Portugal.
Depending on the property, liability for house and pool, escape of water, glass breakage, electrical damage, legal expenses and home assistance (such as an emergency repair service) can be added. Fire is part of the basic policy, including for homes on the edge of the natural park. We build the policy around your property rather than selling a standard package.

We review it and obtain comparison quotes.
Main home, second home, holiday let or condominium
In Cascais and Estoril we mainly see four situations, and each needs slightly different cover:
Main home
Living on the coast all year
Buildings or your share of the building, contents and liability in one policy. If the property is financed, the bank will usually require buildings cover. For your health: Health insurance in Cascais, Estoril and Sintra; for your car: Car insurance in Portugal.
Second home
Empty for part of the year
Many policies restrict cover when a villa or apartment is unoccupied for longer, for example for burglary or escape of water. Time limits and conditions differ by insurer. More in our guide Holiday home insurance in Portugal.
Holiday letting
Alojamento Local (AL)
If you let to holiday guests, you need an Alojamento Local (AL) registration and liability insurance of at least 75,000 euros per claim; if the unit is in a building under horizontal property (propriedade horizontal), fire insurance for the unit is also required. Your home policy should cover the letting as well. More on insurance for holiday letting.
Condomínio
Apartment in a development
For property in a condominium, the law requires fire insurance covering the individual units and the common areas, often arranged as a block policy through the building administrator. Check what it covers; your own policy adds contents, liability and the fittings of your apartment. More on condominium insurance.
We work out with you which situation applies to your property and explain the Portuguese policy terms in English before you sign.
Local risks: earthquakes, the coast and the natural park
A rough guide to the risks for villas and apartments in Cascais and Estoril:
| Risk | What it means for your property | What we look at |
|---|---|---|
| Earthquake and tsunami | The Lisbon region is among the regions where earthquakes are most likely to occur; Cascais is preparing for tsunamis through UNESCO’s “Tsunami Ready” programme. | Earthquake cover with a suitable sum insured and excess. See Earthquakes in Portugal. |
| Storms and waves | In severe storms, waves reach the Avenida Marginal; in March 2018 one lane was closed between Carcavelos and Parede. | Check storm, glass breakage and damage caused by the sea (ação do mar). |
| Heavy rain | Along the Ribeira das Vinhas, which reaches the sea in the centre of Cascais, an area is officially designated as a flood zone (zona adjacente). | Include flood cover for ground floors, basements or garages. |
| Wildfire | Homes on the edge of the Sintra-Cascais Natural Park; in October 2018 villages near Guincho were evacuated as a precaution. | Fire cover with a sufficient sum insured; next to woodland, owners must reduce vegetation around the house. |
| Escape of water | Water from the apartment above or an old pipe, especially in apartment developments. | Water damage, leak tracing and liability for damage that starts in your apartment. |
| Burglary | Villas and apartments that stand empty for part of the year. | Burglary and theft cover, conditions for empty homes. |

Frequently asked questions about home insurance in Cascais
Is home insurance compulsory in Cascais?
Fire insurance for the building is compulsory for apartments in a condominium (condomínio), and banks usually require buildings cover for a mortgage. If you let to holiday guests, AL liability cover is also required. Beyond that there is no obligation, but a multirisk policy is strongly recommended for homeowners.
Is a tsunami covered by earthquake insurance?
With the insurers whose terms we have reviewed, yes: the earthquake section includes tsunami damage (maremoto). Without this section, earthquake and tsunami damage is usually not covered, and neither is fire caused by an earthquake. We review your policy for you.
Do I need wildfire cover for a home near the natural park?
Fire is part of every multirisk policy, so no separate wildfire section is needed. What matters is a sufficient sum insured for the building and contents. For plots next to woodland and scrub, fire-prevention law also requires owners to reduce vegetation around buildings (gestão de combustível).
How high should the sum insured be?
As high as the cost of rebuilding the house or restoring your apartment in the same size and quality, including your own fittings for an apartment. The purchase price and land value are not the benchmark. If the sum is too low, the insurer will normally only pay part of a claim (underinsurance).
Is my villa covered if it stands empty for months?
Not automatically. Many policies restrict cover after a certain period without occupants or set conditions such as regular checks. Time limits differ by insurer. For second homes we make sure the terms match how you use the property.
What do I need to consider when letting to holiday guests?
You need an Alojamento Local (AL) registration and liability insurance of at least 75,000 euros per claim, and in a building under horizontal property also fire insurance for the unit. Without this insurance, the registration can be cancelled. Your home policy should cover the letting as well, and we make sure the two fit together.
Where is your office and which languages do you speak?
Our office is at Av. Duarte Pacheco 13 R/C, 8135-104 Almancil in the Algarve. We advise homeowners in Cascais and Estoril in English, German and Portuguese, by phone on +351 289 392 452 or by email at [email protected].
How much does home insurance in Cascais cost?
The premium depends on the sum insured, construction and age of the building, location, chosen cover such as earthquake, use of the property and the excess. A reliable flat price is therefore not possible. We prepare a free comparison quote for your property.
