If you drive in Portugal, car insurance is essential: third-party liability is required by law. The level of additional cover that makes sense depends on your vehicle and your circumstances. This guide explains the key terms – from Terceiros and danos próprios to IPO, Carta Verde and Bonus-Malus – and shows how we help you find the right policy.

How does car insurance work in Portugal?

In Portugal, third-party motor liability insurance (responsabilidade civil obrigatória, commonly called “Terceiros”) is compulsory for every registered vehicle. It covers personal injury and property damage you cause to third parties. Damage to your own vehicle is not covered by basic third-party insurance.

The system is similar to many other European countries: optional cover can be added on top of the mandatory third-party policy. The right level depends mainly on the value and age of your vehicle and how much protection you want. What cover do I need? Terceiros, extended cover & comprehensive cover

In Portugal, there are essentially three levels of motor insurance. They build on each other, from the legal minimum to the broadest protection for your own vehicle.

Tip: As a rule of thumb, the higher the value of your car, the more worthwhile broader cover becomes. For a new car, danos próprios is often sensible; for an older second car, basic third-party liability may be enough. We can help you compare the options for your budget.

Registering and insuring a car in Portugal

Expats often have a few extra formalities to deal with. The main terms around registration and insurance are:

  • Registration (matrícula): People who move their permanent residence to Portugal generally need to register the vehicle on Portuguese plates. A standard Portuguese policy usually requires Portuguese registration.
  • IPO (Inspeção Periódica Obrigatória): Portugal’s mandatory vehicle inspection.
  • Carta Verde (Green Card): international proof of motor insurance cover.
  • Bonus-Malus: Portugal has its own no-claims system. Previous claims-free history from abroad may be considered in some cases.
  • Foreign driving licence: EU/EEA licences are recognised; additional registration requirements can depend on the country of origin and residency status.

Which level of cover suits which driver?

The right policy depends heavily on your personal situation. Three common examples:

New & financed vehicles

Comprehensive cover (<em>danos próprios</em>) is usually the most suitable option because the vehicle value and often the finance agreement justify broader protection.

Mid-value used vehicles

Extended cover can offer a good balance between premium and protection, for example against theft, glass breakage and natural events.

Older second or city cars

For a lower-value vehicle, mandatory third-party liability (<em>Terceiros</em>) may be sufficient and keeps fixed costs lower.

Car Insurance in Portugal – FAQs

Is car insurance compulsory in Portugal?

Yes. In Portugal, third-party liability insurance (responsabilidade civil obrigatória, colloquially known as ‘Terceiros’) is required by law for every registered vehicle (Decreto-Lei 291/2007). It covers damage you cause to third parties – but not damage to your own vehicle. Partial and comprehensive cover are optional add-ons.

“Terceiros” is third-party liability cover (damage to third parties). Partial comprehensive cover extends this protection to include risks such as theft, fire, glass breakage or natural disasters. “Danos próprios” (also known as “contra todos os riscos”) corresponds to comprehensive cover and additionally covers damage to your own vehicle caused by your own fault. Which level of cover is appropriate depends primarily on the value of the vehicle.

The IPO (Inspeção Periódica Obrigatória) is the compulsory vehicle inspection in Portugal, comparable to the German HU. Passenger cars must generally undergo their first inspection four years after initial registration; thereafter, the frequency of inspections increases as the vehicle ages. Insurance is separate from the IPO, but both are required for the legal operation of a vehicle in Portugal.

The Carta Verde (Green Card / International Insurance Card) is the international proof of your insurance cover. It serves as proof abroad that your vehicle is covered by valid third-party liability insurance and is issued to you by your insurer.

Portugal has its own no-claims bonus system. There is no automatic 1:1 transfer of the German no-claims discount. However, with a no-claims certificate from your previous insurer, your no-claims record may be recognised on a case-by-case basis and taken into account when calculating your premium. We will clarify the crediting of your no-claims record with the relevant provider on your behalf.

Anyone who moves their permanent residence to Portugal must, as a general rule, re-register their vehicle with a Portuguese registration number (matrícula). It is usually only once the vehicle has been registered in Portugal that you can take out a standard Portuguese motor insurance policy. It is best to clarify the exact steps and deadlines well in advance – we can help you find the right insurance cover.

EU/EEA driving licences are recognised in Portugal. If you are a permanent resident, you may need to register your licence or exchange it, depending on your country of origin. For motor insurance, we generally require a valid driving licence from the vehicle owner or the registered drivers.
