How does car insurance work in Portugal?
In Portugal, third-party motor liability insurance (responsabilidade civil obrigatória, commonly called “Terceiros”) is compulsory for every registered vehicle. It covers personal injury and property damage you cause to third parties. Damage to your own vehicle is not covered by basic third-party insurance.
The system is similar to many other European countries: optional cover can be added on top of the mandatory third-party policy. The right level depends mainly on the value and age of your vehicle and how much protection you want. What cover do I need? Terceiros, extended cover & comprehensive cover
In Portugal, there are essentially three levels of motor insurance. They build on each other, from the legal minimum to the broadest protection for your own vehicle.

- The legally required minimum cover. It pays for damage you cause to third parties, but not damage to your own vehicle.

- Broader protection
- Adds protection for risks such as theft, fire, glass breakage and certain natural events.

Comprehensive cover
- Danos Próprios / Contra Todos os Riscos
- The broadest level of cover, including accidental damage to your own vehicle. Especially relevant for new or financed cars.
Registering and insuring a car in Portugal
Expats often have a few extra formalities to deal with. The main terms around registration and insurance are:
- Registration (matrícula): People who move their permanent residence to Portugal generally need to register the vehicle on Portuguese plates. A standard Portuguese policy usually requires Portuguese registration.
- IPO (Inspeção Periódica Obrigatória): Portugal’s mandatory vehicle inspection.
- Carta Verde (Green Card): international proof of motor insurance cover.
- Bonus-Malus: Portugal has its own no-claims system. Previous claims-free history from abroad may be considered in some cases.
- Foreign driving licence: EU/EEA licences are recognised; additional registration requirements can depend on the country of origin and residency status.
Which level of cover suits which driver?
The right policy depends heavily on your personal situation. Three common examples:
New & financed vehicles
- Comprehensive cover (danos próprios) is usually the most suitable option because the vehicle value and often the finance agreement justify broader protection.
Mid-value used vehicles
- Extended cover can offer a good balance between premium and protection, for example against theft, glass breakage and natural events.
Older second or city cars
- For a lower-value vehicle, mandatory third-party liability (Terceiros) may be sufficient and keeps fixed costs lower.

Yes. Every registered vehicle in Portugal must have third-party motor liability insurance. It covers damage you cause to third parties, but not damage to your own vehicle. Broader cover is optional.
What do Terceiros, extended cover and danos próprios mean?
“Terceiros” is basic third-party liability. Extended cover can add risks such as theft, fire, glass breakage or natural events. “Danos próprios” is comprehensive cover and can also cover accidental damage to your own vehicle.
What is the IPO and how often is it required?
The IPO is Portugal’s mandatory vehicle inspection. Passenger cars are generally inspected for the first time four years after initial registration, with inspections becoming more frequent as the vehicle gets older.
What is the Carta Verde (Green Card)?
The Carta Verde is international proof of motor insurance cover and confirms abroad that your vehicle has valid liability insurance.
Can I transfer my previous no-claims history to Portugal?
Portugal has its own Bonus-Malus system. There is no automatic one-to-one transfer. A certificate from your former insurer may be considered by some insurers.
