How does car insurance work in Portugal?

In Portugal, third-party motor liability insurance (responsabilidade civil obrigatória, commonly called “Terceiros”) is compulsory for every registered vehicle. It covers personal injury and property damage you cause to third parties. Damage to your own vehicle is not covered by basic third-party insurance.

The system is similar to many other European countries: optional cover can be added on top of the mandatory third-party policy. The right level depends mainly on the value and age of your vehicle and how much protection you want. In Portugal, there are essentially three levels of motor insurance. They build on each other, from the legal minimum to the broadest protection for your own vehicle.

Tip: As a rule of thumb, the higher the value of your car, the more worthwhile broader cover becomes. For a new car, danos próprios is often sensible; for an older second car, basic third-party liability may be enough. We can help you compare the options for your budget.

Registering and insuring a car in Portugal

Expats often have a few extra formalities to deal with. The main terms around registration and insurance are:

  • Registration (matrícula): People who move their permanent residence to Portugal generally need to register the vehicle on Portuguese plates. A standard Portuguese policy usually requires Portuguese registration.
  • IPO (Inspeção Periódica Obrigatória): Portugal’s mandatory vehicle inspection.
  • Carta Verde (Green Card): international proof of motor insurance cover.
  • Bonus-Malus: Portugal has its own no-claims system. Previous claims-free history from abroad may be considered in some cases.
  • Foreign driving licence: EU/EEA licences are recognised; additional registration requirements can depend on the country of origin and residency status.
Important: Recognition of your previous no-claims history is not automatic. Keep a certificate from your former insurer ready; we check which insurers may take it into account and how it could affect your premium.

Car insurance in Portugal – FAQ

Is car insurance compulsory in Portugal?

Yes. Every registered vehicle in Portugal must have third-party motor liability insurance. It covers damage you cause to third parties, but not damage to your own vehicle. Broader cover is optional.

“Terceiros” is basic third-party liability. Extended cover can add risks such as theft, fire, glass breakage or natural events. “Danos próprios” is comprehensive cover and can also cover accidental damage to your own vehicle.

The IPO is Portugal’s mandatory vehicle inspection. Passenger cars are generally inspected for the first time four years after initial registration, with inspections becoming more frequent as the vehicle gets older.

The Carta Verde is international proof of motor insurance cover and confirms abroad that your vehicle has valid liability insurance.

Portugal has its own Bonus-Malus system. There is no automatic one-to-one transfer. A certificate from your former insurer may be considered by some insurers.

People who move their permanent residence to Portugal generally need to register the vehicle on Portuguese plates (matrícula). A standard Portuguese motor policy usually requires Portuguese registration.

EU/EEA driving licences are recognised in Portugal. Depending on your country of origin and residency status, registration or exchange requirements may apply.
